Facilities that are designed to tolerate temporary deviations from normal operations, provided that additional precautionary measures or a reduction in certain activities is undertaken are required to have a Matrix of Permitted operations (MOPO). The deviations are controlled through the MOPO. The MOPO is a matrix that define whether a work activity can be conducted safely within a given condition during operations. The MOPO commonly uses a traffic light framework (red-stop, yellow-caution, green-proceed) to recognize whether an action or activity is safe to continue under a given arrangement of conditions. In summary, the MOPO is used to maintain an acceptable level of risk for the operations of a facility.
